Binding Rules - Learn how TITA can help with Importer of Record Issues

Binding Rulings

An importer of record must use “reasonable care” when declaring the classification, use of duty preference programs, valuation, and country of origin when importing merchandise into the U.S. as U.S. Customs has what is known as a binding ruling program that is in place. This means that importers can receive a binding determination from U.S. Customs on matters relating to the classification, use of duty preference programs, valuation, and country of origin for those items before their importation.

If you really look closely, most overnight successes took a long time.

TITA prepares binding ruling requests to U.S. Customs National Import Specialists in New York and to U.S. Customs Headquarters in Washington, D.C. to assist in providing importers the certainty they need to ensure compliance with U.S. Customs laws.
